I checked with Thule but they do not provide any sort of lowest height setting for the Thule Xsporter Pro Adjustable Height Truck Bed Ladder Rack part # TH500XT. A hitch will not change the towing capacity listed in the owner's manual, which will always take precedence. For example, even if you had a Class V hitch installed that had a 16,000 lb capacity, you'd be limited by the actual towing capacity of the truck.
